Method
 

Baking Instructions
  1. Preheat the oven to 350°F (175°C). Grease an 8×8-inch baking dish.
  2. In a large bowl, whisk together flour, sugar, cocoa powder, and baking powder.
  3. Stir in the milk, melted butter, and vanilla until smooth.
  4. Fold in half of the chocolate chips and pour the batter into the prepared dish.
  5. Carefully pour hot water over the batter without stirring.
  6. Bake for 30-35 minutes until the top is set but soft underneath.
  7. Let cool slightly before serving warm with ice cream or whipped cream.
