Method
- Preheat oven to 350°F (175°C) and line a cupcake tin with liners.
- In a large bowl, whisk together flour, cocoa powder, granulated sugar, brown sugar, baking powder, and salt.
- Create a well in the center and add eggs, melted butter, and vanilla extract. Stir until just combined.
- Gently fold in chocolate chips if using.
- Fill each cupcake liner about 2/3 full with batter.
- Bake for 18-20 minutes until a toothpick inserted comes out with moist crumbs.
- Let cool in the pan before transferring to wire racks.
